Short answer
OSOS is the remote, automatic collection of meter data in Turkey. The Electricity Market Measurement Systems Regulation, published in the Official Gazette of 28 December 2023 (issue 32413), governs measurement systems and the smart meter system (MASS), and it repealed the OSOS procedures of 8 August 2015. A change published on 21 January 2026 keeps meters procured under the TEDAŞ MLZ/2017-062.A specification installable until 1 March 2026.
This guide explains automatic meter reading in Turkey, where GenieBlocks operates, and how it relates to the smart meter system (MASS) in the measurement-systems regulation.
What OSOS is for
OSOS (automatic meter reading) collects consumption data from the meter remotely and automatically. Readings can be more frequent than a manual round, so a missing read or a shifted billing period can show up sooner.
A smart meter is the meter side of the measurement system. Which sites are included depends on the distribution company and on the regulation in force.
MASS: the measurement systems regulation
The Electricity Market Measurement Systems Regulation was published in the Official Gazette of 28 December 2023, issue 32413. It took effect on 1 January 2024. It sets how measurement systems in the electricity market are defined and installed, and how the data from them is processed and shared.
The regulation uses MASS for the smart meter system. Bringing meters on the distribution system into that scope, and installing the communications and the smart meters, is the distribution company’s responsibility (article 6).
The 2015 OSOS text
Article 17 repealed the Procedures and Principles on the Scope of Automatic Meter Reading Systems and on Determining Meter Values, published in the Official Gazette of 8 August 2015, issue 29439. References to that text, and references to OSOS in other legislation, are treated as references to this regulation.
1 March 2026
The amendment published in the Official Gazette of 21 January 2026, issue 33144, updates the date in the first paragraph of provisional article 3: meters procured under the TEDAŞ MLZ/2017-062.A electronic electricity meter specification may be installed until 1 March 2026.
This guide does not restate the regulation’s other transition dates or rollout shares. The current consolidated text is on mevzuat.gov.tr.
