Energy regulation calendar

The dates come from the official texts. Which row applies depends on the facility.

  1. End of March, every year

    Consumption notification

Public buildings, commercial and service buildings, industrial facilities, power plants and organised industrial zones enter their notifications, in the format set by the Ministry, on the ENVER portal by the end of March each year.

  2. 30 April, every year

    Verified emissions report

An operator of an Annex-1 activity reports the previous calendar year’s greenhouse gas emissions and activity levels to the Climate Change Presidency by 30 April each year. The report is verified before it is submitted. The Presidency may extend the deadline by up to one month. A facility in the Emissions Trading System surrenders allowances by the last business day of November in the compliance year.

  3. Meter-reading period

    Reactive energy

The reactive limit applies to the meter-reading period. The first breach in a calendar year is shown on the bill and deducted on that same bill. If the reading runs longer than 35 days, the charge is limited to 35 days.

  4. Every four or seven years

    Energy audit

An industrial facility with annual energy consumption of 1,000 toe or more renews its audit every four years. Commercial and service buildings with a total construction area above 20,000 m², or annual energy consumption above 500 toe, renew it every seven years. Public buildings that must appoint an energy manager renew it every seven years. The final audit report goes to the Ministry by the end of March of the year after the audit.

Recent changes

Short summaries of energy-regulation changes published in Turkey's Official Gazette that affect site and energy managers. Figures and thresholds stay in the guides; the full text is in the Official Gazette (in Turkish).

19 October 2026Official Gazette 33405 · EPDK

  • Amendment to the Balancing and Settlement Regulation

Owners of unlicensed plants, assigned supply companies, aggregators, distribution companies and organised industrial zones with a distribution licence

Emergency instructions and their order were defined for unlicensed plants on the distribution grid. Hourly rules moved to a settlement-period basis; instructions to thermal units based on ramp curves start on 1 January 2027.

  • Amendment to the unlicensed generation regulation

Owners of unlicensed plants on the distribution grid, assigned supply companies and aggregators

Distribution companies and organised industrial zones with a distribution licence may control plants in scope remotely for emergency instructions; a plant that does not follow an instruction is not paid for the part not carried out. Producers in scope must apply, within a deadline, to revise their connection agreements. Netting of auxiliary consumption was revised where generation and consumption are not at the same metering point.

  • Board decision 14909: connection agreement for unlicensed producers

Owners of unlicensed plants on the distribution grid

Penalties were added for a missing SCADA integration, faulty SCADA not repaired in time, and a remote switch-off that fails in an emergency; those for the integration and the remote switch-off do not apply until 30 April 2027.

  • Amendment to the organised industrial zones regulation

Organised industrial zones and industrial zones with a distribution licence

Duties were added to carry out load-reduction instructions for unlicensed plants and the transmission system operator's emergency instructions, and to share plant and instruction information; the sanctions in the Law apply if they are not met.

  • Amendment to the Connection and System Usage Regulation

Distribution system users and consumers planning storage

The form of system usage security, deadlines for additional and excess security and the maximum rate in the calculation were revised; excess security arising from this rule is refunded. Storage with installed capacity above the agreed capacity now requires automatic power control and a cut-off system.

  • Amendment to the Storage Activities Regulation

    Consumers planning a storage facility

The conditions for a consumer to install storage (a positive connection opinion, the same metering point) were rewritten and storage above the agreed capacity was tied to the requirement in the Connection and System Usage Regulation.

  • Amendment to the renewable energy certification and support (YEK) regulation

Participants in the renewable support mechanism (YEKDEM), plants with storage and owners of unlicensed plants

For plants with storage, whether energy fed to the grid from storage is covered by YEKDEM is set by virtual records. Excess or ineligible support payments, including those to unlicensed plants, are recovered with interest.

  • Amendment to the Licensing Regulation

    Licence applicants and licence holders

For storage units, power replaced capacity as the basis; rules on the return of guarantees for plants with storage, the use of similar trade names and force majeure that becomes permanent were revised.

  • Amendment to the Ancillary Services Regulation

Aggregators and consumption sites taking part in demand response

Demand-response payments (capacity and activation) and monitoring criteria changed. Consumption sites on the distribution grid need a document with meter details and agreed capacity approved by the distribution company. The date in one transitional provision moved to 31 December 2026.

    Official Gazette text

  • Board decision 14913: reactive power control ancillary service agreement

Ancillary service providers connected to the transmission system

The assessment of whether reactive power control is provided has changed. The decision does not cover the consumer limits for the reactive energy charge on the bill.

  • Board decisions 14907, 14908, 14910, 14911 and 14912

    Electricity market participants

Coefficients for deviation from schedule by source type (those for consumption units from 1 January 2027), reporting of balancing instructions, the bid price range, the value used in imbalance settlement, and the unit for capital requirements of standalone storage.
